When people will use it repeatedly rather than once. When it needs device features a browser cannot reach reliably. When it must work without a connection. Or when it is for your own staff, replacing paper or a spreadsheet in the field. If none of those apply, an app is usually an expensive answer to a question a website already solves.
When customers interact occasionally, which describes most businesses. Nobody installs an app to check opening hours or make a single booking, and asking them to is a good way to lose the sale.
