Whether the design is bespoke or led by a template. How complex the e-commerce side is, because payment, shipping rules, VAT and stock all add work. And what has to talk to what, since every integration is a small project.

What a cheap website usually costs later

There is always someone cheaper. What that usually buys is a template build that cannot be extended when you need it to be, a site that fails Core Web Vitals and therefore ranks below competitors, hosting that slows down at exactly the wrong moment, and no route back to whoever built it.

Rebuilding a site two years early is far more expensive than building it properly once.

The costs that continue

Hosting and a domain are modest annual costs. An SSL certificate should be included, not billed separately. Maintenance is worth budgeting for, because software that is never updated eventually becomes a security problem.

How to judge a quote

Ask for it itemised. Design, build, content, SEO setup and hosting should appear as separate lines. If a quote is a single number with no breakdown, you cannot tell what you are buying, and neither can anyone comparing it.
